USAID/Economic Growth Project
The USAID/Economic Growth Project (USAID/PCE) is an initiative of the United States Agency for International Development (USAID) in support of the Government of Senegal’s Accelerated Growth Strategy (AGS). USAID/PCE is also one instrument in a larger portfolio of U.S. Government interventions in Senegal to improve food security under the umbrella of its “Feed the Future” initiative (www.feedthefuture.gov).
Increasing Agriculture Growth, Productivity and Competitiveness
In keeping with the commitments of the Senegalese Government’s Accelerated Growth Strategy (SCA) and the Comprehensive Africa Agricultural Program (CAADP), USAID/PCE works to boost investment in the agriculture sector and to significantly increase the contribution of agriculture to the national economy. A central element in our work is to assist in raising the capacity within specific agriculture value chains to compete with imports. According to official government statistics, 40% of grains consumed are imported which leaves the country food insecure. We bring a range of tools to this task including improvements in farming and post-harvest techniques, introduction of modern supply chain and logistics systems, increasing storage and processing capacity, innovations in credit and capital mobilization, training and higher education programs, improved trade conditions and capacity, and support for targeted policy and regulatory reforms.

Improving Senegal’s Competitiveness
In parallel to USAID/PCE interventions in agriculture, the project works with Government and private sector to boost Senegal’s overall business environment and competitiveness. This includes targeted interventions to design and implement reforms that can also improve Senegal’s rankings in key international benchmarks such as Doing Business and the Global Competitiveness Report. The USAID/PCE team is engaged in support to a range of reforms related to commercial law, labor law, computerization of building permit issuance and more. We are assisting the government to prepare the Senegal National Competitiveness Report, an objective examination of Senegal’s major advantages and weaknesses. The SNCR will serve as a launching point for broad national dialogue and to formulate actions to improve country competitiveness, unleash greater direct investment, stimulate jobs and to raise economic performance.
