The purpose of the U.S. Agency for International Development/Millennium Water and Sanitation Program (USAID/PEPAM) is to improve sustainable access to water supply and sanitation (WSS) and to promote better hygiene in targeted rural, small town, and peri-urban areas of Senegal by working in four components:

1.       Strengthen participatory governance.
2.       Increase demand for sustainable water, sanitation, and hygiene services and products.
3.       Strengthen the capacity of small-scale service providers, the private sector, and Water Users’ Associations (WUAs).
4.       Install and rehabilitate improved drinking water and sanitation infrastructure using a service delivery framework.
 
USAID funds USAID/PEPAM under a bilateral agreement between the Government of Senegal (GOS) and the U.S. Government (USG). This is a 5-year program that started in July 2009 and will end in September 2014. The program target intervention sites are in three regions: Region 1 Casamance (Ziguinchor, Sédhiou and Kolda); Region 2 (will be determined in year 2); Region 3 (will be determined in year 3).
 
USAID/PEPAM has four key results that correspond directly to its four components and, in combination, to USAID’s Program Purpose. In addition, the program has established 34 indicators to track and measure progress. Many program monitoring and evaluation (M&E) indicators are appropriately aligned with USAID and PEPAM indicators. The program uses PEPAM multipliers and definitions to measure access and count beneficiaries.
 
The strategy adopted to implement the program and ensure its permanence relies on the population’s participation and the involvement of GOS departments in charge of WSS issues at the national and local level, as well as nongovernmental organizations (NGOs) and community-based organizations (CBOs).
